In recent years, Tianjin adhered to people-oriented development and vigorously promoted the social construction focusing on safeguarding and improving people’s livelihood. Five 20 Morale Projects were implemented. Efforts were made to enhance the ability of social management, promote the equal distribution of basic public services, and improve the people’s living standards.

Employment conditions in Tianjin have been improved both in scale and quality, thanks to eight measures such as greater policy support, intensified efforts in post development, greater support to college graduates, better services to public employment, etc. The newly employed population in 2011 is 471,200.

Tianjin has taken the lead in China in establishing a basic old-age and basic medical insurance system for urban and rural areas and achieving full coverage of social insurance system. Tianjin is the first in China to implement the system of universal health insurance and additional accident insurance. In 2012, the basic medical insurance policy for urban and rural residents will be adjusted to increase government subsidies, raise per capita funding criteria and outpatient and emergency patient reimbursement, and further improve the level of residents’ medical insurance.

Tianjin has constantly improved the housing conditions of mid- and low-income residents through such measures as low-rent housing, public rental housing, affordable housing, commercial housing with price ceilings, and housing rent allowances. In 2011, Tianjin started the construction of social security housing 239,000 units, 16 million square meters. From 2011 to 2015, Tianjin will construct housing 95-120 million square meters (building area), including social security housing 52.05 million square meters.

Tianjin is well ahead of its counterparts in China in the construction of a harmonious society. In April 2012, the minimum salary standard of Tianjin workers increased from 1160 yuan to 1310 yuan, relatively high in the whole country. The interaction mechanism of the rise in necessaries prices and life allowances for difficulty-ridden citizens has been improved, the number of citizens benefiting from it increasing from 184,000 to 337,000. Tianjin Legal Service Center, the first comprehensive organization for legal services in China, has been established, and a legal assistance information platform covering the whole city has been constructed.
